ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਸਰਵ ਸਿੱਖਿਆ ਅਭਿਆਨ ਦੇ ਅਧਿਆਪਕਾਂ ਦੀਆਂ 

ਅਚਨਚੇਤੀ ਛੁੱਟੀਆਂ 10 ਤੋਂ ਵਧਾ ਕੇ 15 ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ 

ਚੰਡੀਗੜ, 17 ਦਸੰਬਰ (ਗੁਰਪ੍ਰੀਤ ਮਹਿਕ) : ਸੂਬੇ ਵਿੱਚ ਸਰਵ ਸਿੱਖਿਆ ਅਭਿਆਨ ਅਤੇ ਰਾਸ਼ਟਰੀਯ 

ਮਾਧਿਅਮਿਕ ਸਿੱਖਿਆ ਅਭਿਆਨ ਤਹਿਤ ਕੰਮ ਕਰ ਰਹੇ 13500 ਅਧਿਆਪਕਾਂ ਨੂੰ ਵੱਡੀ ਰਾਹਤ ਦਿੰਦੇ ਹੋਏ

 ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਅੱਜ ਇਨ੍ਹਾਂ ਅਧਿਆਪਕਾਂ ਦੀਆਂ ਸਾਲਾਨਾ ਅਚਨਚੇਤੀ ਛੁੱਟੀਆਂ 10 ਤੋਂ ਵਧਾ ਕੇ 15

 ਛੁੱਟੀਆਂ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਕੀਤਾ ਹੈ।

ਇਸ ਬਾਰੇ ਫੈਸਲਾ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਪਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਸਰਵ ਸਿੱਖਿਆ ਅਭਿਆਨ/ਰਾਸ਼ਟਰੀਯ 

ਮਾਧਿਅਮਕ ਸਿੱਖਿਆ ਅਭਿਆਨ ਅਧਿਆਪਕਾਂ ਦੇ ਵਫ਼ਦ ਨਾਲ ਅੱਜ ਸਵੇਰੇ ਮੁੱਖ ਮੰਤਰੀ ਨਿਵਾਸ 'ਤੇ ਹੋਈ 

ਮੀਟਿੰਗ ਦੌਰਾਨ ਲਿਆ ਗਿਆ। ਵਫ਼ਦ ਦੀ ਅਗਵਾਈ ਕਰ ਰਹੇ ਯੂਨੀਅਨ ਦੇ ਪ੍ਰਧਾਨ ਦੀਦਾਰ ਸਿੰਘ ਅਤੇ

 ਜਨਰਲ ਸਕੱਤਰ ਸ਼੍ਰੀ ਰਾਮਭਜਨ ਨੇ ਅਚਨਚੇਤੀ ਛੁੱਟੀਆਂ ਘੱਟ ਹੋਣ ਕਾਰਨ ਅਧਿਆਪਕਾਂ ਨੂੰ ਪੇਸ਼ ਆਉਂਦੀਆਂ

 ਮੁਸ਼ਕਲਾਂ ਬਾਰੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਜਾਣੂ ਕਰਵਾਇਆ। ਇਸ ਦੌਰਾਨ ਬਾਦਲ ਨੇ ਇਨ੍ਹਾਂ ਅਧਿਆਪਕਾਂ ਨੂੰ ਸਾਲਾਨਾ 

15 ਅਚਨਚੇਤੀ ਛੁੱਟੀਆਂ ਦੇਣ ਦੀ ਪ੍ਰਵਾਨਗੀਦਿੱਤੀ।

ਯੂਨੀਅਨ ਵਲੋਂ ਇਨ੍ਹਾਂ ਅਧਿਆਪਕਾਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਰੈਗੂਲਰ ਕਰਨ ਬਾਰੇ ਉਠਾਈ ਮੰਗ 'ਤੇ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਵਫ਼ਦ

 ਨੂੰ ਦੱਸਿਆ ਕਿ ਸੇਵਾਵਾਂ ਰੈਗੂਲਰ ਕਰਨ ਦੀ ਪ੍ਰਕਿਰਿਆ ਕੇਂਦਰ ਸਰਕਾਰ ਦੇ ਅਧਿਕਾਰ ਖੇਤਰ ਵਿੱਚ ਹੈ, ਹਾਲਾਂ

 ਕਿ ਉਨ੍ਹਾਂ ਵਫ਼ਦ ਨੂੰ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਸੇਵਾਵਾਂ ਰੈਗੂਲਰ ਕਰਨ ਸਬੰਧੀ ਵਿਸਥਾਰਤ

 ਪ੍ਰਾਜੈਕਟ ਰਿਪੋਰਟ (ਡੀ.ਪੀ.ਆਰ.) ਬਣਾ ਕੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਭੇਜੀ ਜਾਵੇਗੀ ਤਾਂ ਜੋ ਇਸ ਪ੍ਰਾਜੈਕਟ ਨੂੰ

 ਬੱਜਟ ਵਿੱਚ ਸ਼ਾਮਲ ਕੀਤਾ ਜਾ ਸਕੇ।

ਸਰਵ ਸਿੱਖਿਆ ਅਭਿਆਨ ਦੇ ਅਧਿਆਪਕਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੀ ਰਿਹਾਇਸ਼ ਦੇ ਨੇੜੇ ਦੇ ਸਕੂਲ ਦਾ ਸਟੇਸ਼ਨ ਅਲਾਟ 

ਕਰਨ ਸਬੰਧੀ ਉਠਾਈ ਮੰਗ ਬਾਰੇ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਮੰਗ ਨੂੰ ਆਉਂਦੇ ਸਾਲ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੀਆਂ

 ਹੁੰਦੀਆਂ ਸਾਲਾਨਾ ਆਮ ਬਦਲੀਆਂ ਦੌਰਾਨ ਵਿਸ਼ੇਸ਼ ਤੌਰ 'ਤੇ ਵਿਚਾਰਿਆ ਜਾਵੇਗਾ।

State government enhances casual leaves of SSA teachers from 10 to 15 Matter of regularization of teachers to be raised with the union government Chandigarh december 17: In order to give reprieve to 13,500 teachers working under the Sarv Sikhya Abhyaan (SSA) and Rashtriya Maadhmik Sikhya Abhyaan (RMSA) across the state, the Punjab government today decided to increase the Number of their annual casual leaves from 10 to 15. A decision to this effect was taken in a meeting of the Punjab Chief Minister Mr Parkash Singh Badal with a delegation of the Sarv Sikhya Abhyaan/ Rashtriya Maadhmik Sikhya Abhyaan Teacher Union, held at Chief Minister's residence here today. The delegation led by President Mr Didar Singh and General Secretary Mr Ram Bhajan apprised the Chief Minister about the problems faced by the teachers due to scant casual Leaves. Subsequently Mr Badal decided that the number of casual leaves of these teachers would be enhanced from 10 at present to 15. On another demand of the Union regarding the regularization of services of these teachers, the Chief Minister told the delegation that the process of regularization is to be undertaken by the Union Government. However he assured the delegation that on its part the Punjab government would pursue the case of these teachers with the Union government for which a Detailed Project Report (DPR) would be sent to the centre government so that budgetary allocation could be made for it. Regarding the demand of delegation of giving the SSA teachers an Option for posting at the nearest station, the Chief Minister said that it would be given due consideration during the annual general transfers of the education department to be held in coming year. Prominent amongst those present in the meeting included Principal Secretary to the Chief Minister Mr DS Guru, Special Principal Secretary to the Chief Minister Mr Kahan Singh Pannu, Secretary Education Mr Hussan Lal and Director General SSA, Punjab Mr B Purshartha.

ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਅਤੇ ਨਗਰ ਕੌਂਸਲਾਂ ਅਧੀਨ ਸਕੂਲਾਂ ਵਿਚ ਕੰਮ ਕਰਦੇ 6200 ਈ.ਟੀ.ਟੀ ਅਧਿਆਪਕਾਂ ਨੂੰ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਿਚ ਭੇਜਣ ਦਾ ਮਾਮਲਾ ਅੱਧ-ਵਿਚਾਲੇ ਲਟਕ ਰਿਹਾ ਹੈ। ਪੰਚਾਇਤੀ ਅਤੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੱਲੋਂ ਸ਼ਿਫ਼ਟਿੰਗ ਸਬੰਧੀ ਕੋਈ ਸਪੱਸ਼ਟ ਹਦਾਇਤਾਂ ਨਾ ਹੋਣ ਕਾਰਨ ਅਧਿਆਪਕ ਪਿਛਲੇ ਇੱਕ ਹਫ਼ਤੇ ਤੋਂ ਇਨ੍ਹਾਂ ਦੋਨਾਂ ਵਿਭਾਗਾਂ ਵਿਚਲੇ ਉਚ ਅਧਿਕਾਰੀਆਂ ਦੇ ਦਫ਼ਤਰਾਂ ‘ਚ ਗੇੜੇ ਮਾਰ ਕੇ ਹੰਭ ਗਏ ਹਨ, ਪਰ ਕਿਸੇ ਅਧਿਕਾਰੀ ਵੱਲੋਂ ਕੋਈ ਰਾਹ ਨਹੀਂ ਦਿੱਤਾ ਜਾ ਰਿਹਾ। ਉਧਰ ਇਸ ਮਸਲੇ ਨੂੰ ਗੰਭੀਰਤਾ ਨਾਲ ਲੈਂਦਿਆਂ ਈ.ਟੀ.ਟੀ ਟੀਚਰਜ਼ ਪੰਜਾਬ ਨੇ ਸਾਰੇ ਜ਼ਿਲਿ੍ਹਆਂ ਅੰਦਰ ਕਮੇਟੀਆਂ ਦਾ ਗਠਨ ਕਰਦਿਆਂ ਇਸ ਮਾਮਲੇ ਦੀ ਪੈਰਵੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।
ਪ੍ਰਾਪਤ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਪੰਜਾਬ ਦੇ ਕਈ ਜ਼ਿਲਿ੍ਹਆ ਵਿਚ ਇਸ ਸਿਫ਼ਟਿੰਗ ਸਬੰਧੀ ਜਿੱਥੇ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿਚ ਚੱਲ ਰਹੇ ਕੇਸਾਂ ਕਾਰਨ ਕੰਮ ਪ੍ਰਭਾਵਤ ਹੋ ਰਿਹਾ ਹੈ, ਉਥੇ ਦੂਜੇ ਬੰਨ੍ਹੇ ਸਬੰਧਤ ਵਿਭਾਗਾਂ ਵੱਲੋਂ ਜ਼ਿਲ੍ਹਾ ਪੱਧਰ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਕੋਈ ਸਪੱਸ਼ਟ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਨਾ ਦੇਣ ਕਾਰਨ ਬਹੁਤ ਜ਼ਿਲਿ੍ਹਆਂ ਵਿਚ ਸ਼ਿਫ਼ਟਿੰਗ ਦਾ ਕੰਮ ਬੁਰੀ ਤਰ੍ਹਾਂ ਉਲਝ ਗਿਆ ਹੈ। ਸਹੀ ਨਿਰਦੇਸ਼ ਨਾ ਹੋਣ ਕਾਰਨ ਵੱਖ-ਵੱਖ ਜ਼ਿਲਿ੍ਹਆਂ ਵਿਚ ਪੰਚਾਇਤੀ ਤੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੇ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਵੱਖ-ਵੱਖ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਕੰਮ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਮਾਨਸਾ ਦੇ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰ ਮਾਨਸਾ ਵੱਲੋਂ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰੀਸ਼ਦ ਦੇ ਮੁੱਖ ਕਰਜਕਾਰੀ ਅਫਸਰ ਨੂੰ ਭੇਜੇ ਲਿਖਤੀ ਪੱਤਰ ਨੰਬਰ ਅ-2/2( )2011-12/2782, ਮਿਤੀ 5-12-2011 ਵਿਚ ਸਪੱਸ਼ਟ ਲਿਖਿਆ ਸੀ ਕਿ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੇ ਸਕੂਲਾਂ ਵਿਚ, ਜਿਨ੍ਹਾਂ ਅਧਿਆਪਕਾਂ ਦੀ ਨਿਯੁਕਤੀ ਹੋਈ ਸੀ, ਨੂੰ ਹਾਲ ਦੀ ਘੜੀ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਵਿਚ ਚੱਲ ਰਹੇ ਕੇਸ ਦੇ ਫੈਸਲੇ ਤੱਕ ਨਾ ਭੇਜਿਆ ਜਾਵੇ।
ਜਥੇਬੰਦੀ ਦੇ ਸੂਬਾਈ ਬੁਲਾਰੇ ਹਰਦੀਪ ਸਿੰਘ ਸਿੱਧੂ ਨੇ ਦੱਸਿਆ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਪੰਚਾਇਤੀ ਰਾਜ ਨਾਲ ਸਬੰਧਤ ਈ.ਟੀ.ਟੀ ਅਧਿਆਪਕਾਂ ਨੂੰ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਿਚ ਸਿਫ਼ਟ ਕਰਨ ਦੇ ਮਾਮਲੇ ਸਬੰਧੀ ਜ਼ਿਲ੍ਹਾ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸਪੱਸ਼ਟ ਰੂਪ ਵਿਚ ਹਦਾਇਤਾਂ ਨਾ ਭੇਜਣ ਕਾਰਨ ਇਨ੍ਹਾਂ ਅਧਿਆਪਕਾਂ ਦੀ ਭਾਰੀ ਖੱਜਲ-ਖੁਆਰੀ ਹੋ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਵੱਖ-ਵੱਖ ਜ਼ਿਲਿ੍ਹਆਂ ਵਿਚ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਵੱਖ-ਵੱਖ ਨਿਯਮ ਅਪਣਾਏ ਜਾ ਰਹੇ ਹਨ।
ਜਥੇਬੰਦੀ ਦੇ ਸੂਬਾ ਕੋਰ ਕਮੇਟੀ ਦੇ ਆਗੂ ਜਗਸੀਰ ਸਿੰਘ ਸਹੋਤਾ ਨੇ ਦੱਸਿਆ ਕਿ ਪਹਿਲਾਂ ਹੋਈ ਕੌਂਸÇਲੰਗ ਦੌਰਾਨ ਵੀ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਲੋਂ ਸਪੱਸ਼ਟ ਰੂਪ ਵਿਚ ਹਦਾਇਤਾਂ ਨਹੀਂ ਆਈਆਂ, ਜਿਸ ਕਾਰਨ ਕੌਂਸਲਿੰਗ ਮੌਕੇ ਵੱਖ-ਵੱਖ ਜ਼ਿਲਿ੍ਹਆਂ ਵਿਚ ਇਕ ਹਫਤਾ ਭਾਰੀ ਰੌਲਾ-ਰੱਪਾ ਪੈਂਦਾ ਰਿਹਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਆਰ.ਟੀ.ਆਈ ਤਹਿਤ ਮੰਗੇ ਗਏ ਜਵਾਬਾਂ ਵਿਚ ਖੁਦ ਮੰਨਿਆ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਸਿਰਫ਼ ਕੌਂਸÇਲੰਗ ਲਈ ਜੁਬਾਨੀ ਹੁਕਮ ਹੀ ਆਏ ਹਨ, ਜਿਸ ਨੂੰ ਲੈ ਕੇ ਕਈ ਵੱਖ-ਵੱਖ ਜ਼ਿਲਿ੍ਹਆਂ ਵਿਚ ਸਿੱਖਿਆ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਵੱਖਰੇ-ਵੱਖਰੇ ਨਿਯਮ ਅਪਣਾਏ ਗਏ।।
ਈ.ਟੀ.ਟੀ. ਅਧਿਆਪਕਾਂ ਦੀ ਇਥੇ ਹੋਈ ਮੀਟਿੰਗ ਦੌਰਾਨ ਆਗੂਆਂ ਨੇ ਇਹ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਪਿਛਲੇ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਚੱਲ ਰਹੇ ਕੇਸਾਂ ਪ੍ਰਤੀ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਕੋਈ ਗੰਭੀਰਤਾ ਨਹੀਂ ਦਿਖਾਈ ਅਤੇ ਨਾ ਹੀ ਪਹਿਲਾਂ ਹੋਈ ਕੌਂਸÇਲੰਗ ਨੂੰ ਮੁੜ ਖੋਹਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਹੈ। ਹੁਣ ਜਦੋਂ ਈ.ਟੀ.ਟੀ ਟੀਚਰਜ਼ ਯੂਨੀਅਨ ਪੰਜਾਬ ਦੀ ਅਗਵਾਈ ਵਿਚ ਸਰਕਾਰ ਵਿਰੁੱਧ ਵੱਡਾ ਅੰਦੋਲਨ ਭਖਿਆ ਤਾਂ ਸਰਕਾਰ ਨੇ ਕਾਹਲੀ ਵਿਚ ਬਿਨਾਂ ਕਿਸੇ ਠੋਸ ਨੀਤੀ ਦੇ 6200 ਈ.ਟੀ.ਟੀ ਅਧਿਆਪਕਾਂ ਨੂੰ ਇਕ ਦਿਨ ਲਈ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਿਚ ਜੁਆਇਨ ਕਰਵਾਉਣ ਦੀ ਤਿਆਰੀ ਕੀਤੀ ਜਾਣ ਲੱਗੀ। ਇਸੇ ਕਾਹਲੀ ਵਿਚ ਕੋਈ ਠੋਸ ਨਿਯਮ ਨਾ ਬਣਾਉਣ ਕਾਰਨ ਅਧਿਆਪਕਾਂ ਨੂੰ ਤਰ੍ਹਾਂ-ਤਰ੍ਹਾਂ ਦੀਆਂ ਪ੍ਰੇਸ਼ਾਨੀਆਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ। ਜਥੇਬੰਦੀ ਨੇ ਸਰਕਾਰ ਨੂੰ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇਕਰ ਤੁਰੰਤ ਡੀ.ਪੀ.ਆਈ.ਨੇ ਸ਼ਿਫਟਿੰਗ ਸਬੰਧੀ ਕੋਈ ਪੱਤਰ ਜਾਰੀ ਨਾ ਕੀਤਾ ਤਾਂ ਈ.ਟੀ.ਟੀ. ਅਧਿਆਪਕ ਤਿੱਖੇ ਅੰਦੋਲਨ ਲਈ ਮਜ਼ਬੂਰ ਹੋਣਗੇ।

Punjab Cabinet Decisions ; Dec 17 Pb Cabinet Approves to allot 5 Marla Plots to all other Categories Including Backward Classes , Nushera Pannuan and Harike upgraded as sub-tehsils in Tarn Taran district Village Balianwali in Bathinda district upgraded as Sub-Tehsil Cabinet okays Regularization of 132 Lecturers in Technical Education Four Cooperative Sugar Mills at Patiala, Tarn Taran and Zira to be Revived Old Age Allowance For Pensioners/Family Pensioners Enhanced CHANDIGARH DECEMBER 17: The Punjab Cabinet today gave approval to extend the scheme of allotting 5 marla plots free of cost to the houseless and landless persons belonging to all other categories including backward classes on the pattern of scheduled castes beneficiaries in the rural areas. A decision to this effect was taken here at a meeting of the Cabinet chaired by Punjab Chief Minister Mr. Parkash Singh Badal this morning. Disclosing this here today a spokesperson of the Punjab government said that the Cabinet also approved the regularization of the services of 132 lecturers, librarians and Workshop Superintendents working on the contract basis for the last three years or above in the Technical Education Department. Likewise, the Cabinet also gave ex-post facto approval to regularize the services of 8951 employees including Clerks, Drivers, Pump Operators, Sanitary Workers/Sewer men and sanitation workers under Mohalla Sanitation Committees etc. working in 141 Local Bodies on contract basis for past several years. This decision would entail a financial liability of Rs.180.57 crore. In another significant decision, the Cabinet gave approval to revive the closed cooperative sugar mills at Patiala, Tarn Taran and Zira on the basis of Built, Own, Operate and Transfer (BOOT) through invitation of open tenders by the Punjab Sugarfed. The payment received thereafter on leasing out these mills through open tenders would be deposited in the government treasury. The Cabinet also approved the enhancement of old age allowance to the pensioners/family pensioners over and above the recommendations of the Fifth Punjab Pay Commission. With this decision, the pensioners/family pensioners on attaining the age of 70, 75, 80, 85, 90 and 95 years would now get a higher old age allowance @ 10%, 15%, 25%, 35%, 45%, and 55% of their basic pension. A new stage for the enhancement of the old age allowance at the age of 70 years had been introduced for the first time. The Cabinet also decided that in case of the death of an employee, enhanced family pension will now be payable for 15 years or till the deceased employee would have attained the age of 65 years, whichever is less. The Cabinet also gave approval to change the name of Directorate of Disinvestment as Directorate of Public Enterprises and Disinvestment in view of the various functions assigned to it relating to disinvestment of state government equity from PSUs and its subsidiaries, implementation of the decisions on the recommendations of disinvestment commission on the modalities of disinvestment etc. The Cabinet also approved to extend the last date i.e. December 31, 2011 by another five years till December 31, 2016 to avail of the facility of 5% reservation to the riot/terrorist affected families for the allotment of plots/houses in the Urban Estates/Improvement Trusts/ Pepsu Township Development Board etc. without granting any concession in the rates of the plots/houses in the state. The Cabinet also approved to bestow ownership rights of the land in six villages of Bathinda district viz. Virk Kalan, Goniana Khurd, Jeedha, Khemuana, Harraipur and Jandwala to the proprietors who had been cultivating and paying the land revenue as well as the land in question was never utilized for common purposes or by the Gram Panchayat for any such purposes at any point of time. The proprietors are in its possession in accordance with their share prior to 26.1.1950 and have partitioned the same and are even creating encumbrances on the said land. The Cabinet also gave approval to exempt the Rail Coach Factory Kapurthala from the payment of motor vehicles tax on the vehicles owned by it in the larger public interest as it has been providing employment to the youth of Punjab. The Cabinet also gave approval to sanction an annual grant of Rs.10 crore for the maintenance and upkeep of the Virasat-e-Khalsa Complex at Sri Anandpur Sahib besides meeting out its operational charges. The Cabinet also approved to streamline the cumbersome procedure for obtaining various permissions/clearances for the mega housing projects including change of land use etc. The Cabinet also approved to upgrade Nushera Pannuan and Harike as sub-tehsils in Tarn Taran district besides village Balianwali in Bathinda district as Sub-Tehsil and also gave nod for the creation of requisite staff in the newly created sub-tehsils. The Cabinet also gave approval to transfer 13 villages of Sub Tehsil Jhunir in Sub Division/Tehsil Sardulgarh of Mansa district and similarly 12 villages of Sub Division/Tehsil Sardulgarh in Sub Tehsil Jhunir and one village of Sardulgarh in Sub Division/Tehsil Mansa in the larger public interest. The Cabinet also approved to allot land measuring 6500 sq. yards to the occupants in the new grain market Pattran on the market price to be determined by the Deputy Commissioner Patiala. The Cabinet also gave nod to extend the One Time Settlement (OTS) policy- 2009 by one month for the Ex-servicemen to settle their outstanding dues against the loan advanced to them by the Punjab Financial Corporation under SEMFEX scheme, which was introduced in 1987-88 to provide to gainful self employment opportunity. The Cabinet also approved the exemption of stamp duty to be levied on transfer of 3.65 acre of land on Nabha road and 1.67 acre of land on Rajpura road in Patiala district belonging to PRTC to Punjab Urban Development Authority/Patiala Development Authority. The Cabinet also gave ex-post facto approval for regularizing the services of computer teaches recruited by Punjab Information and Communication Technology Education Society (PICTES) from July 1, 2011.
