5. Education
Education, along with health, employment generation, and
environment will remain on top of the agenda of the government.. The
government recruited a record number of 55000 teachers on regular
basis during this tenure. The initiative will continue and all vacant
posts of teachers will be filled through a transparent process of
recruitment as was done this time.
1. Adarsh School scheme for free quality education to talented poor
students is in full swing and will be fully implemented to cover
every block in the state in the next five years. Adarsh schools will
be opened in all the remaining blocks in the state.
2. Free education for all girls up to 10+2 ill be extended up to
graduation level. Boys from blue card holder families will all be
given free education up to 10+2.
3.. Free cycles are provided to all girls in plus 2 classes. The
scheme will be expanded to include girl students of classes 9 and 10
also.
5. A Knowledge and Education Commission comprising education with
known social commitment levels will be set up.
6. A Knowledge�cum-Quality Control Commission to be set up for private
vocational and other professional educational institutions.
7. All the existing government schools in villages to be equipped with
facilites of model schools to upgrade eligibility and competence
levels of rural students for getting access to higher places of
learning.

6. Higher Education
1. The govt opened 17 new degree colleges and six new universities in
the state between 2007.
2. A national level Knowledge Park set up in Mohali.
3. We also brought the prestigious and international acclaimed
professional institutes like ISB, IIIT, Indian Institute of Science
Education and Research, Indian Institute of Nanotechnology, National
Agri-food Bio-Technology Institute to the state for the six time
since independence.
4. We will open 15 new government colleges in the state.

POLITICAL PRIORITIES
1. Peace and communal harmony
The Shiromani Akali Dal considers peace, Punjabi unity and communal
harmony as the foundation of its vision for a futuristic Punjab. Peace
is prerequisite for progress and development and the SAD-BJP
government will continue to preserve it at all costs.
2. Rights and demands of Punjab
The party will continue its relentless struggle against religious,
political, geographical and economic injustice meted out to the people
of Punjab by successive Congress governments at the center a nd the
state. Party will continue its struggle for the inclusion of Chandigarh and
other Punjabi speaking areas into Punjab.
The fight for protecting the river waters of the state as per the
Riparian Principle will continue.
Party will continue to work for the setting up of a genuinely federal
structure in the country. Strong states are the only guarantee for a
strong India.
The party will continue its struggle for securing justice for the
victims of the 1984 massacre of innocent Sikhs and for exemplary
punishment to the guilty who have been rewarded by the Congress party
with high government and party honours.
The Party will continue to work for the promotion of the Punjabi
language all over the world but especially in those states of the
country where Punjabis constitute a significant segment of population.
Punjabi language and culture will be further promoted in the state
and there will be zero tolerance to laxity in the implementation of
the Act implemented for promotion of Punjabi.
Recasting the Constitution for fiscal federalism.
Shiromani Akali Dal supports the setting up of a genuinely federal
structure in the country. Strong states are the only guarantee for a
strong India. We will work for recasting center state relations so
that the massive discrimination against states in the devolution of
central funds is ended. We demand that states be allowed to utilize
central funds for any of the state specific needs of the people of
the state. At present the center gives money for fighting tuberculosis
where the state needs it for fighting cancer. This must end.
MISSION 1. ZERO TOLERANCE TO CORRUPTION
1. Lok Ayukta to be strengthened -- Public Servants to be brought in
the ambit of the Act. ---
2. SAD-NJP alliance fully supports Jan Lok Bill
3. Right to Service Act to be strictly implemented. All services to be
brought under it.
4. Within two years, harassment of the people in government offices
will be turned into a thing of the past. Public will not have to
interact with government officials.
5. Governance Reforms to be pushed expeditiously for achieving this
goal and for eliminating conditions that encourage corrupt tendencies
POWER SURPLUS BY 2013
1. Previous figure in 64 years : 6200 MWs � SAD-BJP. --We are taking
it past 15,000 MWs
2. Uninterrupted 24-hour power supply throughout the year for
domestic, commercial and industrial sectors.
3. Will export power to other states. Revenue thus earned will be
used to give cheap power to rural and urban consumers.
INFRASTRUCTURE DEVELOPMENT
1. Four lane expressways to connect Chandigarh-Patiala-Bathinda, ;
Chhandigarh- Ropar- Nawanshehar- Jalandhar- Amritsar/ and Jalandhar-
Pathankot; Amrtisar-Gurdaspur- Pathankot; Chandigarh � Ludhiana-
Ferozepur; Ludhiana-Barnala; Ludhiana-Moga- Ferozepur; Ludhiana
�Moga Faridkot.
2. State-of-the art, world class fully air-conditioned bus stands at
in all major cities and district towns.
3.. The state saw a network of new and world class bridges, under- and
overbridges, fly-overs, by-passes and railways overbridges.
4. In the coming three years, no major transit point would be left
without the required bridge, fly-over etc.
5. Ring roads around major cities like Ludhiana are already at
different stages of planning and implementation. This task will also
be expanded to include more cities, including some mandis and moffusil
towns that require by-pass arteries.
6. The entire fleet of the PUNBUS and PEPSU would be replaced with
air-conditioned and high comfort level buses .
7. Rural link road network will be upgraded and all link roads will be
repaired and new link roads will be provided wherever required,
including all dhanis whose small size came in the way of connectivity.
AIR CONNECTIVITY
1. International Shaheed-e-Azam Bhagat Singh International Airport at
Mohali to be expedited and international flights to start soon.
2. A new Greenfield International Airport to be built at Macchiwara. .
3. Sahnewal Airport is being expanded and will be operational for
Cargo and passenger traffic.
4. Bathinda Civil Terminal: work in progress. We will ensure Flights
to start soon.
5. Amritsar International Airport: Already upgraded and will be
further streamlined for cargo operation.
6. Pathankot airport to be upgraded.
URBAN DEVELOPMENT
1. All municipal towns will be given 100% water supply, sewerage,
street lighting and other civic amenities within the next three years.
2. Air Conditioned City bus service to be introduced in all major cities
3. Ludhiana Metro to be completed
4. State- of-the-art Pod (PRT) system to be operationalised in Amritsar.
5. Sewerage Treatment Plants and Solid Waste Management Systems to be
introduced in all municipal towns in three years.
6. All cities and towns to be decongested with a network of new
flyovers, bridges and bypasses in the course of next five years. The
process has already begun and is visible in Amritsar (Elevated road
and flyovers), Jaladhar ( flyovers and bridges) Ludhiana ( Flyovers
and Sidhwana Canal Elevated Road project) and all round projects in
Mohali, Bathinda, Malout Ferozepur and even in medium and small towns.
7. Unauthorised colonies that have just been regularised will be
provided all civic amenities like power and water connections etc.
8. Housing scheme for the poor through government agencies to continue.
9. Octroi on petrol and diesel to be rationalsied to provide relief
to urban population

1. Free medical care up to Rs two lakhs each for all 16 lakh Blue Card
Holders, all widows, old age pensioners and all farmers having a land
holding of up to five acres to be provided a basic health cover with
free medical and surgical treatment up to Rs 2 lakhs each in
government and designated private hospitals for . Over 900 procedures
across all major diseases to be covered under the scheme.
2. Total revamp and rejuvenation of health services in the state.
3. Govt hospital complexes to be modernized.
4. Waiting lounges on the pattern of private hospitals, both for
outpatients and attendants of other patients.
5. All government hospitals have requisite supply of basic medicines
and medical equipment.
6. . Emergency/ Trauma Centers with facilities at par with the PGI to
be set up in all districts.
7. . Free primary health care will be provided to victims of road or
other accidents till stabilization . No hospitalization charges will
be taken from emergency accident cases.
8. . GOVERNMENT TO DECLARE A WAR ON CANCER.
9. THE AMOUNT FOR CHIEF MINISTER CANCER RELIEF FUND CREATED FOR THIS
WILL BE DOUBLED.
10. SUPER SPECIALITY CANCER HOSPITALS FOR THE POOR WILL BE OPENED IN
ALL THREE REGIONS OF THE STATE - MAJHA, MALWA AND DOABA WHERE
DIGNOSTIC AND BASIC CANCER TREAMENT WILL BE PROVIDED AT AFFORDABLE
COST.CANCER RESEARCH WILL BE TREATED AS SEPARATE DISCIPLINE IN HEALTH
AND GIVEN BOOST THROUGH TANGIBLE INCENTIVES.
TRADE AND INDUSTRY

1. INSPECTOR RAJ TO BE COMPLETELY ABOLISHED.
2. As Punjab will shortly be power surplus, government will give
liberal fiscal incentives to the industrial units with a special focus
on employment generation for Punjabi youth.
3. A new manufacturing policy for the state will be formulated and
implemented.
4. Public investment will be invited/ attracted in the manufacturing
sector and infrastructure to boost employment opportunities.
5. An Agro-Industry SEZ to be set up in Border Belt.
A bold, first of its kind scheme will be laumched to provide free

3. Major Governance Reforms movement started.

VISION 2012-20
(AND BEYOND)

The Shiromani Akali Dal today rededicates itself to the people of
Punjab all across the world. While reiterating its commitment to the
preservation of age-old values that inspire our nation and our people,
the party addresses the future of our state with a bold new vision and
a commitment. The vision is about what Punjab should be -- not only
tomorrow or at the end of the next five years only but how it should
look and feel down several decades. The commitment is about what the
party plans to do to make that vision a reality.
It�s a vision, which only the people of Punjab can dare to dream. A
dream, backed by a concrete plan of action to realize it. At the very
outset, we want to make it clear that we are not afraid of dreaming
big : nothing dreamt- nothing realized. In the last five years, we
have demonstrated our ability to realize those dreams.
The Shiromani Akali Dal is proud of its glorious heritage and is
inspired by the Panthic ideals of universal brotherhood and welfare of
all. It has set its eyes firmly on a great future that beckons the
people of Punjab. The party seeks through this document to lay before
you both its comprehensive futuristic vision as well as details of how
it plans to implement that. We call this a blue print of Punjab�s
destiny. For convenience, the newspapers can call it a manifesto.
We commit ourselves to the building of a new Punjab that will look the
future in the eye and say, �I am ready.�

3. Environment And Natural Resources
Environment and health would be the top priorities of the
SAD-BJP government. The government will function in unison with
eminent environmentalist individuals and organizations and movements
like the one being spearheaded by Baba Balbir Singh Seechewal. We are
totally committed to the goal of clean air, clean water and soil. The
Gurbani ideal of : avan Guru Paani pita� will be our guiding
philosophy.
1. A separate Environment Ministry to be created to be headed by a
Cabinet minister.
2. All rivers to be cleaned and initiative started by Sardar Parkash
Singh Badal to be to be completed and to be made a regular feature
later.
3. Organic farming and bio-technology to be given a major boost
through an elaborate policy of incentives and marketing and export
promotion.
4. Environmental audit will be launched in areas where ecology faces
severe threat.
5. Ban on plastic and other environment threatening material to be
strictly and effectively enforced.
6. A movement �Paawan Paun Paani Dharti Akash� will be launched to
spread social awareness.
7. Ecology will be introduced as a compulsory subject in all schools.
8. The SAD-BJP government will integrate the environmental concern in
all its major decision-making processes.
9. An Environmental Preservation Task Force will be set up to ensure
monitoring and follow up of government decisions on environmental
issues.
10. Eminent environmentalists will be involved and nominated as
empowered special invitees to State Pollution Control Board.


11. Major steps like a total and strict enforcement of ban plastic
goods and other environmental pollutants will be taken
.
12. Use of environmental friendly electrical appliances will be
suitably subsidized., like solar electrical appliances .
13. Subsidy on domestic Solar heaters will be stepped up.
14. CFL bulbs will be given free in a special scheme .
15. All environment activist will be taken on board with regard to
government policy making in this direction.
16. Pollution norms for transport vehicles and other vulnerable points
will be strictly enforced.

7. WOMEN�S WELFARE
1. Gender budgeting of each department would be earmarked so that
women should get equal share in the development budget and other
resources.
2. Zero tolerance on female foeticide and female infanticide and vow
to get rid of stigma faced by Punjab. Besides bringing attitudinal
change in the people the manifesto should express commitment of the
Party to enforce PNDT Act strongly. Making provision for Mandatorily
disclosure of sex of foetus, so that premature abortion of female
foetus could be checked.
3. Special drive to provide extra nutrition to pregnant women
4. Special preventive measures for cancer among women and ensure free
treatment for rural urban poor women patients.
5. Zero tolerance on drugs.
6. To encourage women in sports a Special drive would be launched for
sports for girls and this could be partly done by recruitment of women
coaches for sports in schools.
7. Special skill development program would be launched for women to
increase their share in government and private employment.
8. Safety and security of women would be assured Zero tolerance on
crime against women.
9. To encourage couples to opt for female child, Rs.5000/- would be
paid on birth of girl child and Rs.15,000/- FIXED DEPOSIT when she
goes to class 5th and 10th.
10. The ambit of Mai Bhago Bicycles scheme would be widened to include
class 9th and 10th students.

8. PREPARING YOUTH FOR FUTURE

1. The alliance will declare full scale war on unemployment through
comprehensive measures in different directions, including upgrading
the employability of our youth.
2. The SAD-BJP govt gave jobs to One lakh sixteen thousand (1,16000)
youth in the state between 2007-12.
3. Ten lakh more persons will be given jobs or ensured employment
opportunities under a concrete action plan in the next five years.
4. Of these, 2 lakh jobs will be in government sector and at least 2
lakh more jobs will be created in IT sector alone. The rest in
industry manufacturing and service sectors.
KNOWLEDGE
REVOLUTION
For making Punjabi youth more employable than youth from other
states, a new KNOWLEDGE REVOLUTION will be started. These are the
highlights of the new initiative:
1. Free lap tops, fitted with data card, will be given to all
Plus-2 students (both boys and girls) in government schools.


2. The entire state will be put on the Wi-Fi mode for round the clock
instant internet connectivity.
3. Every city, town and village of the state will be linked with
Broad Band Internet Connectivity.
4. Mohali , Ludhiana and Amritsar to be developed as IT hubs.
5. Computer education to be made compulsory for all school children.
Punjab�s youth missed the first IT revolution during Congress regime.
It will lead the second.
9. Employment Support
Employability allowance: Rs 1000 will be given to unemployed
youth belonging to the economically weaker section to acquire
vocational skills and to pursue further studies to become employable.
1 Ten lakh new jobs to be created.

2 Government will open skill development centers in PPP mode to train
our youth for employment in technical jobs.
3 Special Diploma in Civil Engineering in basic skills for masons,
plumbers and carpenters and other artisans will be started to upgrade
the employability of our youth, especially for the economically weaker
sections of society.
4 Small agro-industry units to be set up in small and medium towns for
employment generation.
5 Sick small and medium scale industry to be revived through special
incentives to generate employment.
6 Preference to be given for local production in all government purchases.



10. SPORTS AND A WAR ON DRUGS

A new sports climate and culture has been created among the
youth, which is a major plus both for channelising the youth power for
constructive purposes and for weaning them away from the menace of
negative social trends such as drugs. This momentum will be kept up to
popularize sports as a serious career option.
1. A new Sports Scholarship Scheme will be launched - to be known as
Sri Guru Hargobind Sports Scholarship.
2. 1000 sportspersons in boys and girls categories will be selected
from each district by a panel of eminent sportspersons to be adopted
for this scholarship scheme.
3. Each selected player will get Rs 10, 000 per annum for three years
as an incentive to improve his sporting talent. (Extendable to four
years for a state sports awardees and five years for a national
awardees from among these.)
4. Every district in the state to have a sports stadium conforming to
international specifications.
5. Government jobs/ employment support for all sports awards winners
at international level. e doubled.
6. A �Catch them Young� scheme to launched to identify special
talents of youngsters to groom them in a focused way for whatever
discipline they have a talent for.
7. Kabbadi Initiative will be taken forward with Kabbadi training and
promotion centers at all district headquarters.
8. In addition to all these measures, Budget provision for sports
to be doubled.
11. Modernizing Punjab


1. Environment awareness to be adopted as a State Theme and a major
campaign for environment preservation to be launched. ( Zero tolerance
for environmental pollution) Details Under Environemt segment)
2. All major towns in Punjab to be connected with four-lane or six
lane express ways. Process is already underway.
3. All major cities and towns to have highly modern fully Air
Conditioned Bus stands.
4. All Government Public Transport buses to be air-conditioned
5. Ludhiana to be expanded into a world class Recreation City.
6. International Trade Fair centers to be built at Ludhiana and Mohali.
7. Mohali, Ludhiana and Amritsar to have Internaitonal Convenstion Centers.
8. Malwa region to be developed as National Cotton Textile Hub with
Private Sector participation.
9. Jalandhar to be developed as an international Sports Hub.
10. Mahilpur Town to be developed as Soccer City. Sansarpur�s Hockey
heritage pride to be revived through an extensive plan.
11. Amritsar, Mohali and Ludhiana to be developed as IT hubs of the
country, through an elaborate plan already prepared with top
international experts of the field.
12. Administrative Reforms to be taken forward. e-Seva Centers to be
opened throughout the state for a single widow availability of all
government services.
13. In next three years, no person will have to come to face a
government official for any routine work.
14. All services to be put on-line. In three years, Punjab will
become the first state to have a total paperless regime.

12. Governance and Reforms

1. The SAD-BJP govt started a unique, first of its kind governance
reforms process to eliminate the problems faced by the people in their
day to day dealing with the government. As a result of this new
vision, which was in fact a natural follow up to the party�s
commitment on � Raj Nahin, Seva�, the govt. brought in a legislation
to effect sweeping reforms in government procedures, to simplify them
in favour of the people. The ultimate aim of this process is to make
the citizen truly the King in Punjab. ( A para about details)
Government also abolished the need for affidavits in all cases except
where the law of the country so requires.
2. Taking this process forward, the SAD-BJP government will introduce
another bold new scheme under which government will set up e-Seva
Centers all across the state for providing services pertaining to all
major government departments. The people would be able to complete all
dealings with the government�s different departments, such as police,
revenue, traffic and transport, and matters of general nature such as
certifications of birth, death, marriage etc.
3. All bills pertaining to different departments such as electricity
bills, cooking gas bills, water bills, telephone bills, including
mobile phone bills, annual licensing fees, penalties or other payments
to departments such as PUDA , municipal committees, corporations, can
be deposited there. The e-Seva centers will also accept chalans for
traffic and other offences.
4. These centers will also be purchase centers for all kinds of forms
for different departments and purposes, such as application forms for
driving license, ration cards, arms licenses marriage registration
forms, foreigners registration forms, forms concerning work with
departments of excise and taxation, application for permission for
holding a function, use of loud speakers or any other day to day work.
5. This will not only eliminate time wastage and other hassles but
also save precious petrol or other travel expenses.
6. THE SECOND MAJOR INITIATIVE to be launched by the new SAD-BJP
government would be the expansion and empowerment of the Grievances
Committees. Members of these committees would be given powers to
access and evaluate information on the follow up to people�s
grievances and demands, so that the officers/ officials concerned have
some accountability to these committees.
7. The process of computerization of all revenue records will be
expeditiously completed to remove all hassles of the people in this
regard.

12. ADMINISTRATION

1. Government to ensure transparent and accountable
administration in the state.
2. Supremacy of Rule of Law to be ensured.
3. Peace and law and order to be maintained at all costs.
4. Performance audit to be introduced at all thanas to improve
efficiency and accountability.
5. Investigation procedures to be fine-tuned and disposal of pending
cases in a time bound manner to be made mandatory.


13. AGRICULTURE


1. Free power and irrigation and other incentives and subsidies to
farm sector will continue.
2. All farmers with five acres (or less) to be given tube well
connections in one year.
3. All other farmers who have already applied for tube well
connections to be given these within two years.
4. Complete canal system to be upgraded and all canals in the state to
be revamped and rejuvenated within two years.
5. Drip and sprinkling irrigation to be liberally subsidized.
6. Computerization of land records to be completed and on-line
facilities to be made available to every village within one year.
7. Crop Insurance Scheme to be made more effective.
8. Department of Acturial Sciences to be opened in one of the universities.
9. Agri-marketing to be streamlined and modernized.lity
10. In view of the possibility of Attari-Wagha border being opened for
trade on full scale and Punjab coming on the international trade
transit route, agro-process industry to get special focus by
providing liberal fiscal incentives.
11. An agro-SEZ will be created near Attari.
12. Financial help to distressed farmers� families to continue..


13. Remaining Kacha Khaalas to be brick-lined, others to be repaired.
Irrigation water to be taken to tail ends.
14. SAD-BJP govt will coordinate with other state governments and
political parties to introduce a new system for fixing MSP of farm
products to get either linked to the Price Index or fixed as per
original Swaminthan formula of 50% profit over and above cost of
production.
11. PAU to be liberally funded under a special scheme for a second
push to agriculture.
12. Marketing and Export Research and training centers to be set up in
all universities.
13. Ghaggar flood menace to be tamed through a special flood control plan.
16. A concrete plan in diversification of agriculture to be followed
with the Govt of India by seeking introduction of MSP regime for
commercial crops like vegetables and fruit. .
17 Organic farming and bio-technology to be encouraged.
18. Diversification process to be given substance by seeking MSP for
commercial crops.

14. SOCIAL WELFARE

1. Cheap Atta-daal scheme to continue and to be suitably amended to be
made more poor friendly.
2. Free Gas connections for all BPL families .
3. Free five marla plots to all landless poor in the state.

4. BHAGAT POORAN SINGH (PINGALWADA) SEHAT SEVA PROTECTION SCHEME -
A new HEALTH INSURANCE Scheme for all Blue Card Holders, all widows,
old age pensioners and all farmers having a land holding of up to five
acres to be provided a health insurance cover for free medical and
surgical treatment up to Rs 2 lakhs each in government and private
hospitals. The Scheme will be known as Bhagat Pooran Singh
(Pingalwada) Sehat Seva Protection Scheme. Over 900 procedures across
all major diseases to be covered under the scheme. The scheme will
also cover all farmers having a land holding of five acres or less.


5. In keeping with the traditions, culture and heritage of Punjab,
senior citizens will get special attention of the government.


6. A separate directorate will be created for the welfare of Senior
Citizens.
7. The benefits of the free health Insurance Scheme will be extended
to all senior citizens above 65.
8. Family unit earning below minimum wages fixed by the state
government shall be eligible to be considered as a part of EWS for
availing themselves of all social welfare/ security schemes of the
state govt.
9. Pension amount for senior citizens, widows and handicapped to be
increased from the present Rs 250 to Rs. 800 per month. (??)
10. All Blue Card holders to be deemed Below Poverty Line for
several social welfare schemes, to help and protect SC/STs and
backward and other backward classes.
11. Subsidized travel facility to old age citizens to continue.
15. WELFARE OF DALITS AND BAKCWARD CLASSES
1. All social welfare schemes such as Shagun scheme to continue.
2. Liberal grants for residential construction
3. Free domestic power up to 300 units. (??)
4. Special Component Scheme Funds to be in a dedicated category to be
used only for dalits.
6. Shagun Scheme to continue.
7. Free education for talented children from dalit, backward, OBC and
economically weaker families up to school.
8. Easy loans for self employment to children of the above segments.
9. Backward and OBC Welfare Board to be set up with 11 members from
the concerned communities. Chairman, members to enjoy the same rank as
those in similar other Boards set up by SAD-BJP government after 2007.
10. Contract system for safai karamcharis to be abolished .
11. Dalits to get pits for waste ( roodis)
12. Possession of Panchayati or government lands with bazigars for
long periods or other scheduled caste or tribe families to be
regularized.

16. POWER TO THE PEOPLE
The total generating capacity of power created in the state over the
past 64 years since independence stood at just 6200 MWs. The SAD-BJP
government started four new thermal plants to generate an additional
9500 MWs of power to take it past 15000 figure. Power from
non-conventional sources will be in addition to this.
This will result in the Punjab becoming a power surplus state, able
to export power to other states.
For the first time, Punjabis will now get uninterrupted 24-hour
power supply throughout the year for domestic, commercial and
industrial sectors.
Income generated through exporting power will be used to make power
available to Punjabis at cheaper rates.
17. Urban Development
9. All municipal towns in the state to be given 100% water supply,
sewerage, street lighting and other civic amenities within the next
three years.
10. Sewerage Treatment Plants and Solid Waste Management Systems to be
introduced in all municipal towns in three years.
11. All cities and towns to be decongested with a network of new
flyovers, bridges and bypasses in the course of next five years. The
process has already begun and is visible in Amritsar (Elevated road
and flyovers), Jaladhar ( flyovers and bridges) Ludhiana ( Flyovers
and Sidhwana Canal Elevated Road project) and all round projects in
Mohali, Bathinda, Malout Ferozepur and even in medium and small towns.
12. Air Conditioned City bus service to be introduced in all major cities
13. Ludhiana Metro to be completed
14. State- of-the-art Pod (PRT) system to be operationalised in Amritsar.


15. Unauthorised colonies that have just been regularised will be
provided all civic amenities like power and water connections etc.
16. Housing scheme for the poor through government agencies to continue.


18. TRADE AND INDUSTRY
6. INSPECTOR RAJ TO BE COMPLETELY ABOLISHED.
7. As Punjab will shortly be power surplus, government will give
liberal fiscal incentives to the industrial units with a special focus
on employment generation for Punjabi youth.
8. A new manufacturing policy for the state will be formulated and
implemented.
9. Public investment will be invited/ attracted in the manufacturing
sector and infrastructure to boost employment opportunities.
10. An Agro-Industry SEZ to be set up in Border Belt.

19. Infrastructure
1. The process of modernizing infrastructure development will be taken
forward and speeded up.
2. All major highways in the state, connecting major cities, would be
either widened in a big way or four-laned or six-laned.
3. Work on setting up state-of-the art, world class bus stands at
major transit stations, like Mohali, is already at an advanced stage
and set for inauguration very shortly. The work will be further
speeded up.
4. All major cities in the state will have such state-of-the art fully
air-conditioned bus stands, with all basic facilities matching some of
those available at airports. Punjab will present a development model
for India to show case its progress to the rest of the world.
5. A major road infrastructure modernization programme to be speeded
up is already under way and this initiative will be carried forward.
6. Similarly the state saw a network of new and world class bridges,
under- and overbridges, fly-overs, by-passes and railways
overbridges. In the coming three years, no major transit point would
be left without the required bridge, fly-over etc.
7. Ring roads around major cities like Ludhiana are already at
different stages of planning and implementation. This task will also
be expanded to include more cities, including some mandis and moffusil
towns that require by-pass arteries.
8. The entire fleet of the PUNBUS and PEPSU would be replaced with
air-conditioned and high comfort level buses .
5. Rural link road network will be upgraded and all link roads will be
repaired and new link roads will be provided wherever required,
including all dhanis whose small size came in the way of connectivity.
20. AIR CONNECTIVITY
7. International Shaheed-e-Azam Bhagat Singh International Airport at
Mohali is already at an advanced stage and work will be got expedited
and international flights can start form existing infrastructure and
delay caused only at the level of Government of India. Will be pursued
and flights started soon.
8. A new Greenfield International Airport to be built at Macchiwara. .
9. Sahnewal Airport is being expanded and will be operational for
Cargo and passenger traffic.
10. Bathinda Civil Terminal: work in progress. We will ensure Flights
to start soon.
11. Amritsar International Airport: Already upgraded and will be
further streamlined for cargo operation.
12. Pathankot airport to be upgraded.
21. Heritage, language & culture
A Sprawling world class Memorial to show-case the rich and proud
legacy of Punjabi heroes and martyrs of the Freedom Movement will be
set up in the heart of the Doaba region at a cost of Rs 400 crore
Punjab, Punjabiyat and Punjabis would thrive only if the Punjabi
language thrives. The Shiromani Akali Dal remains committed to spread
the reach and scope of the Punjabi language by propagating rich
rewards to original script writers of Punjabi plays, novels, poetry
and language journalism.
To provide better avenues to attract young Punjabis to their
labguage, the shiromani akali dal proposes to construct at least two
amphitheatres of 2500 seating capacity with state of the art
facilities to encourage holding of world class dance, theatre and
music events in Amritsar and Mohali.
District and state level annual and holiday workshops would be
organized under Bhasha Vibhag for children under the age of 16 to
learn theatre and arts.
In short, SAD proposes to catch the talent in Punjabi language at a
young age and nurture it so that the young Punjabis can blossom into
Veer Singh, Amrita Pritam, Arpana Caur and Waris Shahs of future.

22. NRIs
1. NRIs have contributed in a big way to the progress of the state.
The government started a matching grant scheme of this segment for
development in their respective areas. This scheme will continue.
2. Problems of NRIs will be solved on a priority basis through a
streamlining network set of dedicated NRIs police stations by the
Punjab government.
3. Dedicated NRI courts will be set up for expeditious delivery of
justice for them.
4. A single window system for NRI issues will be promoted.
5. The NRI involvement in education and health sectors will be encouraged.
6. Steps will be taken against travel agents to stop exploitation and
harassment of NRIs or their relatives.
23. Traffic Hazards and Traffic awareness
Because of the phenomenal increase in the number and speed of vehicles
plying the roads, road accidents have become a major concern. The
government took some initiative to lesson the load caused by private
vehicles by strengthening, expanding, upgrading and modernizing public
transport in Punjab. And that has begun to show results as the number
of accidents ahs registered a marked proportionate decline over the
past three and half years.
2. A major drive to increase awareness about traffic norms, civic
responsibility and rules of the road to be launched .
3. Traffic awareness and civic responsibility to be a compulsory
subject in all schools in the state from the next session.
2. Adequate orientation courses will be given to existing school
teachers also so as to enable them to impart this to their students.

24. Sainik Welfare
1. Party will fight for one rank-one pension for ex-servicemen
2. Free education to the wards of ex-servicemen
3. Vat to on CSD items to go.
4. Ex-servicemen to be nominated to various state-level and district
level boards and committees.
26. EMPLOYEES WELFARE
1. An Employees and Pensioner�s Welfare Board to be set up. Only
employees and pensioners will be nominated to this board as members
and officer bearers.
2. Chairman and other members of this board will have the same rank
and status as those of other boards.
3. To open up the blocked promotion avenues of employees, a special
scheme for re-nomenclature of their designations will be considered by
the Employees and Pensioner�s Welfare Board.


27. Press
1. Press clubs to set up in all major towns of the state.
2. Media policy formulated by the present government will be further fine tuned.
3. Steps will be taken to secure exemption from toll barriers for
accredited and recognized correspondents as well as HTVs carrying
media material and equipment.
4.Free treatment in government hospitals.
5.Accreditation policy will be liberalized.
